PBLRS will be executed by using NELOW system
Clients also can used NELOW during the time of service
Service cost will be decided from the water flow measurement for target site
Water leak reduction benefit can be changed by the unit water production cost
Total cost will be less than 90% of water leak reduction benefit

Proposed by the basic condition with small town of 10,000 households
